The current study aims to design suggested model for a virtual university in Saudi higher education through answering the following questions: 1. What are the justifications and needs for the virtual university in the Saudi society? 2. What are the systems of structuring the virtual university? 3. What are the axes of structuring the virtual university? 4. What is the suggested model for the virtual university and what are its objectives, principles, structures, required technology, and possible sources of funding? In order to answer these questions the study approaches a combined methodology of descriptive and prospective future. The study proposed a suggested virtual university based on the study literature review, and the findings of the survey for sample of the experts and specialists in the desistance learning as following by: 1. Identifying the objectives which are aiming to achieve. 2. Identifying the principles which are basing on. 3. Proposing its administrative structures. 4. Proposing its instructional structures. 5. Presenting its application. 6. Identifying its required technology. 7. Identifying it alternative possible funding. 8. Identifying its required implementation. In conclusion the study presents suggested model for the virtual university in the Saudi higher education in the context based on the perspective of instructional planning and administrative. The researcher recommends for further investigation in the different aspects which tackling the virtual university in the wide range of its dimension. She hopes to adopt the virtual university as an strategic alternative with its adding value above the traditional education.
