Some Requirements of Applying The System of Community Colleges in Egypt in The Light of Experiences of Arab and Foreign Countries The research was dedicted to studying Community Colleges system and the pssibility of applying it in the Egyption community which is crowded with different types and Levels of educational, practical and cultural needs of its individuals. This needs which were not met by the Technical Institutes because of the shortage of their educational system that hindes them not to suitably perform that role. The trial of developing the Technical Institutes in Egypt to become Community Colleges may contribute to meeting the educational needs that appear in the local community, in addition to positively reacting with changes and developments created by the third millennium. Thus, the problem of the current study was identified in the following main question : What are the requirements of applying the system of Community Colleges in Egypt in the light of experiences of Arab and Foreign countries? The main question was divided into the following sub-questions: 1- What is the conceptual framework of Community Colleges (origin- concept- goals- functions)? 2- What are the benefits from some Arab and Foreign countries in the field of applying the system of Community Colleges? 3- What are the similarities and differences between Community Colleges and the average Technical Institutes in Egypt? 4- What are the demanding necessities of applying Community Colleges in Egypt? 5- What are the requirements of developing average Technical Institutes into Community Colleges? 6- What is the proposed conception of applying the system of Community Colleges in Egypt in the light of experiences of Arab and Foreign countries? Research Aims: The current research aimed at identifying the requirements of applying the system of Community Colleges in Egypt in the light of experiences of Arab and Foreign countries. 2 This Main aim can be achieved through achieving the folloing gools: 1- Identifying and formulating the educational concepts of Community Colleges through literature and global experiences. 2- Identifying the benefits from the experiences of Community Colleges in som Arab and Foreign countries. 3- Identifying the similarities and differences between Community Colleges and the average Technical Institutes in Egypt. 4- Clarifying the demanding necessities for applying Community Colleges in Egypt. 5- Identifying the requirements of transforming Technical Institutes to Community Colleges. 6- Proposing a conception of applying the system of Community Colleges in Egypt in the light of experiences of Arab and Foreign countries. Research method: To achieve the aims of the research, the researcher adoptedthe descriptive method following thr following steps: 1- surveying the educational concepts of Community Colleges in educational literature and available community experiences. 2- Describing Arabic experiences ( Jordan and Saudi Arabia) and foreign ones (USA and United Kingdom) in the faild of applying Community Colleges system. 3- Comparatively describing Community Colleges in the countries under study, and consequently identifying the benefits in applying Community Colleges system. 4- Describing the educational system in Technical Institutes and deducing similarities and differences between it and Community Colleges. 5- Conducting a faild study to identify the requirements of developing Technical Institutes into Community Colleges from the view point of educators working there. 6- Forming a proposed conception for applying Community Colleges system in Egypt in the light of the results of the theoretical and faild study of the research. Research instrument: Aquestionnaire about the requirements of developing Technical Institutes into Community Colleges presented to educators working in the Technical Institutes. 3 Research sample: The sample of the research included arepresentative sample of (164) educators working in technical institutes divided into two groups: 1- Agroup of teaching staff in commercial Technical Institutes (81). 2- Agroup of teaching staff in industrial Technical Institutes (83). Research results: The research reached folloing results: 1- There are demanding necessities for applying Community Colleges system in Egypt. 2- The Possibility of applying Community Colleges system in Egypt. 3- The Possibility of applying Community Colleges system in Egypt through transforming Technical Institutes into Community Colleges. 4- The typ of the Technical Institutes doesnot affect the possibility of transforming it into Community Colleges. The results were finalised with forming a proposed conception of applying the system Community Colleges system in Egypt in the light of experiences of some Arab and Foreign countries. 4
