The legal value of the ministerial platform

(Ministerial curriculum) From the outset, a proposal from the person in charge of forming the Council of Ministers will present it to the Council of Representatives, and at this stage does the Council of Representatives have the right to discuss that proposal and ask the person assigned to amend it?
- We did not find a constitutional text on that, and perhaps the intention of the legislator is not to allow the House of Representatives to open the way for useless discussion, and that what is presented by a (ministerial platform) is the responsibility of the prime minister and the ministers. According to Article (83) of the Constitution, which states that (the responsibility of the prime minister and the ministers before the Council of Representatives shall be joint and personal).
